摘要
在当前经济新常态和供给侧改革的现实背景下,化解产能过剩是煤炭行业转型升级的重要途径,化解产能过剩所遗留的职工安置问题为煤炭行业提出了新要求。首先剖析了受化解产能过剩影响的煤矿职工所面临的主要问题,并进一步从政策、企业和职工3个层面深入探讨影响职工就业安置的主要因素,最终提出对我国煤炭行业化解产能过剩过程中职工安置的政策建议。
In the current realistic background of the economic new normal and supply side reform, resolving overcapacity is an important way of promoting the transformation and upgrading of the coal industry. However, dissolving the employee resettlement problem left over by resolving overcapacity problem puts forward new requirements for the coal industry. This paper firstly analyzes the coal mine workers' main problems affected by resolving overcapacity, furtherly discusses the main factors influencing the employee job resettlement from three aspects of the policy, the enterprise and the employee, finally it puts forward policy recommendations for employee resettlement in the process of resolving overcapacity of China coal industry.
