摘要
在新疆煤炭产业科学调研、深化企业改革、增强人才保障等的基础上,深入探讨了新疆基地发展战略的实施保障措施,并对完善矿业权设置方式、促进产业结构调整、淘汰落后产能等方面提出了有关建议。
On the basis of conducting science research to Xinjiang coal industry, deepening enterprise reform and enhancing talent guarantee, etc, this paper thoroughly discusses the safeguard measures of implementing development strategy of Xinjiang base, and puts forward some suggestions to improve the mining right set mode, promote the adjustment of industrial structure and eliminate backward production capacity.
