The System of Credit Certification and Transfer and Lifelong Learning: Speech at Academic Forum of Establishing a Lifelong Learning Framework and Credit Bank System 2016 (Nanjing)

终身学习体系的指向对传统教育提出了新的挑战和要求,建立各类教育和各种途径学习成果的认证、积累与转换制度,是促进全民终身学习的有力"抓手"。在我国,必须抓紧进行对学分认证、转换制度的整体设计,把制定严格的质量标准放在首要位置,着手研究和建立国家资历框架制度,充分发挥信息技术对学习成果认证、积累和转换制度的作用,构建人才成长立交桥。

The guideline of lifelong learning system puts forward a challenge and requirements for the traditional education. The key to promote the lifelong learning for all is to establish a system for learning outcomes certification, accumulation and transfer of various kinds and means of education. In China, an overall design of the credit certification and transfer system should be first es- tablished, when the strict quality standard should be the priority. A national qualification framework system is then to be worked out. It is necessary to give full play to the information technology in learning outcomes certification, accumulation and transfer system in order to build a framework for talent growth.
