我国学分银行建设取向考量

On Construction Orientation of "Credit Bank" in China

我国学分银行建设是一项旨在畅通和拓宽终身学习通道的国家战略行动,包含了学分银行制度和实体两方面建设。通过历史考查和文献梳理,可以看到我国学分银行建设取向可分为三个层面:一是国家战略取向;二是规划设计取向;三是实施行动取向。三者关系以国家战略取向为最高原则。考量我国学分银行建设取向主要是看两个"契合度":一是内在逻辑上的契合度;二是建设取向与实际操作之间在绩效上的契合度。

The construction of ＂Credit Bank＂ is one of the national strategic actions aiming at clearing and expanding the channel of lifelong learning in China, including the construction of system and entity. Through the historical analysis and literature re- view, the paper argues that national strategy, planning design and implement action are three orientations of ＂Credit Bank＂ con- struction, and the national strategy is the highest principle among them. The orientation of ＂Credit Bank＂ construction mainly depends on the two integrating degrees： one is the internal logic integrating degree; the other is the performance integrating degree between the construction orientation and the actual operation.
