基于精准扶贫视角的乡村旅游规划完善研究

Studies on Rural Tourism Planning Perfection based on the Perspective of Taking Targeted Measures in Poverty Alleviation

在我国正大力实施"精准扶贫"战略的背景下,旅游作为扶贫的重要途径之一,越来越受到社会各界的重视。而旅游规划作为旅游开发、旅游地建设的先驱和指导,具有统领性和全局性的作用,是旅游发展的基础。因此,怎样将旅游规划与精准扶贫紧密结合起来是实现旅游精准扶贫的重要保障和途径。文章通过分析我国正在实施的精准扶贫政策以及旅游扶贫、旅游规划的有关理论,提出了乡村旅游规划编制中有关贫困居民受益的规划设计内容与要点,丰富和完善了乡村旅游规划,并以此来指导乡村旅游开发工作,以期能保证旅游精准扶贫效果的顺利实现,保证贫困居民实现永久脱贫。

Under the background of greatly implementing the strategy of ＂targeted poverty alleviation＂ in our country, tourism, as one of the important ways to help the poor, has been paid more and more attention to by the society from all walks of life. Tourism planning, as tourism development, tourism construction pioneer and guide, has a commanding role, which is the foundation of tourism development. Therefore, how to combine tourism planning and targeted poverty alleviation closely together is an important guarantee and way to achieve accurate poverty alleviation. The paper puts forward the planning and design content and the key points of the poor residents to benefit, enriches and improves the rural tourism planning in order to ensure the smooth realization of tourism poverty alleviation and to ensure that impoverished residents permanently out of poverty.
