摘要
改革开放以来的基础教育走了一条集中主要精力、重点解决突出矛盾的中国特色发展道路,这一道路指引中国基础教育逐步取得理顺管理体制、扩大办学规模、增进教育均衡等伟大发展成就。新时期的基础教育发展既要解决原来的发展遗留问题、发展衍生问题,更要寻找新的发展路径以实现众所期盼的教育梦。合理发展是落实党的十八届五中全会提出的创新、协调、绿色、开放、共享五大发展理念的现实路径,合理发展主张基础教育发展要走一条综合协调教育发展的规律之理、价值之理和现实之理的新路径,强调基础教育发展应在尊重教育规律的前提下,在教育发展现实所确定的发展范围内,最大限度地满足人们对教育发展的多元价值诉求。
Basic education development of China is always on the path focusing on solving main contradiction since the reform and opening policy, on the path we get great achievements such as structural reform, scale expend, quality improvement. The new times is facing up more challenges such as remaining questions and derivative questions of previous development,and also questions of development itself. Rational development is a feasible path for the five development ideas, Innovation, harmony, green, opening up and sharing, put forward on The Fifth Plenum of the 18th Central Committee of the Communist Party of China. Rational development of basic education deems that we need a new path that can co-- ordinate the laws, reality and value of education development. Basic education development should be on the premise of education laws,and within the limits of the education development reality, as far as possible to satisfy multiple demands from people.
