摘要
三级课程是第八次基础教育课程改革提出的核心概念,这一概念可理解为课程体系、管理体制和课程政策。借助新制度经济学理论从政策执行角度分析三级课程,其受到法规制度、组织制度、运行机制和保障机制等制度因素的制约,其中最重要的是保障机制;同时也受到教育信念、非权力影响力和人际关系等非制度因素的制约。且非制度因素比制度因素更为重要,实践中应特别关注。
Three level curriculum is the essential concept of the eighth time curriculum reform of elementary education which can be understood as the system of curriculum,management system and curriculum policy.With the help of neoinstitutional economics,this essay analyses the influential factors from the angle of policy implementation to understand three level curriculums.It is restricted by legal institutions,organizational system;operating mechanism,safeguard mechanism and related factors which the most important is the safeguard mechanism.Meanwhile,educational faith,nonpower influence and interpersonal relationship,these non-systematic factors,also restrict the three level curriculum.The non-systematic factors are more significant than the systematic factors,especially in the practice.
