新型城镇化融资机制及创新研究——以中山市翠亨新区为例

Research on the Financing Mechanism and its Innovation of New Urbanization: A Case on Cuiheng New Area, Zhongshan City

新型城镇化是中国现代化建设的重要任务和历史使命,也是推动国家区域经济协调发展的主要动力。本文围绕地方政府的融资机制创新这一概念,运用规范分析和实证研究相结合的方法,将理论和实践相结合,深入阐述广东省中山市翠亨新区融资机制创新的必要性和可行性。目前,按照新型城镇化的内涵,地方政府无疑需要巨大的资金投入。这些投入在规模上远远超出了政府现有的财政收入,因此必须借助市场力量,构建一个多元化可持续的融资机制。本文以翠亨新区为例,分析其融资机制取得的成效和存在的问题,基于现有的融资机制上,对构建多元化可持续的融资机制提出相关建议。研究结论是从四方面构建并创新新型城镇化背景下的地方政府融资机制:一是深化投资体制改革的指导思想和目标;二是推进多种形式的公私合作;三是完善政府投融资体制,规范政府投融资行为;四是发挥地方政府的金融体系功能。

New urbanization is an important task of China＇s modernization construction. It is an important driving force to promote the regional economy developing coordinately. Based on the concept of innovative financing mechanisms, using the combination of normative analysis and empirical research methods, from the combination of theory and practice, deeply expounds the necessity and feasibility of Cuiheng financing mechanism innovation.At present, in accordance with the connotation of new urbanization, there is no doubt that requires a huge capital investment. These inputs are far beyond the government＇s financial revenue, so we must use market forces to build a diversified and sustainable financing mechanism. This paper analyses the achievements and problems of the existing financing mechanisms in Cuiheng, based on the existing financing mechanisms, and gives some advices to build a diversified sustainable financing mechanisms. Through the research, there are four aspects to construct the new urbanization of financing mechanism： Firstly, deepen the reform of investment system, the guiding ideology and objectives; Secondly, promote a variety of forms of public-private partnerships; Thirdly, improve the government investment system, standardize government investment behavior, the fourth is to deepen the financial system function.
