卫生监督职位分级管理存在的问题及对策 被引量:1

Problems and countermeasures in post classification management of health supervision

摘要 中国的卫生监督职位分级管理还处在试点阶段。目前,全国开展该项工作的试点单位已经超过了20多家,并取得了初步成效,但也暴露出诸多问题和不足。本文从实施卫生监督职位分级管理的原因和必要性入手,介绍了职位分级管理的设计原则。通过对卫生监督职位分级管理实施过程中存在的问题进行总结和分析,提出了强化制度保障措施、完善公务员制度与分级管理制度的有效衔接、制定合理的薪酬体系、差别化制定监督员继续教育模式等针对性建议,为卫生监督机构开展职位分级管理工作提供了参考价值。 China's health supervision classification management of post is still in its early trial stage. More than 20 units have carried out pilot work up to now, with some initial results achieved, as well as exposed a lot of problems and deficiencies. Based on the cause and necessity of implement post classification management, this article introduces the design principles of the position classification management. Through summarizing and analyzing the problems in the implementation of this management model, four specific suggestions are put forward: strengthening the system safeguard measures; improving the effective convergence of the civil service system and the new management model; formulating reasonable salary system; developing training models for different types of supervisors. It provides the reference value for the health supervision organization to carry out the post grading management.
