摘要
目的了解近5年北京市区县疾病预防控制绩效考核指标体系发展变化情况,筛选确立常规工作指标,探索绩效考核管理新思路。方法分析描述绩效考核指标总体、类别和考核方式变化情况,采用德尔菲法筛选常规工作指标。结果 2011—2015年各专业指标总分值和指标数量变化趋势不明显,部分专业指标总分值略有上升,大部分专业指标数量呈波动状态。2014年之前绩效指标类型均为重点指标,近两年重点指标逐渐多转为常规指标,有加分指标的专业数量逐年增加。随着常规指标的增加,非现场方式考核比例大幅增加。基于常规指标类型变化情况,运用德尔菲法确立了14个专业的143个常规工作指标。结论疾病预防控制部门应改进绩效考核管理思路,合理统筹卫生资源,主动开展常规工作。
[Objective]To understand the development and change of the disease prevention and control performance assessment index system in districts and counties of Beijing in recent five years,screen and determine the routine work indexes and explore the new ideas of performance assessment management.[Methods]The change of overall performance assessment indexes,classification and assessment method was analyzed and described,and the routine work indexes were screened by Delphi method.[Results]The change trend of total score and number of professional indicators were not obvious,and the total score of some professional indicators rose slightly,and most of the professional indicators were fluctuating from 2011-2015. The performance indicators were all key indicators before 2014,and the key indicators had gradually turned into routine indicators in recent two years,and the number of professions which had extra points indicators had increased by years. With the increase of routine indicators,the proportion of non on-site assessment significantly increased. Based on the change of the routine indicator type,143 routine work indicators of 14 professions were determined by Delphi method. [Conclusion]The disease control and prevention departments should improve the management ideas of performance assessment,coordinate health resources reasonably,and carry out the routine work actively.
