枣庄的转型升级之路

Located in the southernmost part of Shandong,Zaozhuang became a city and boomed because of coal.It is a typical old industrial base and a resource-based city.In the period of the planned economy,it contributed a total of over 400 million tons of raw coal and 200 billion kilowatt-hours of electricity to China,thereby,becoming known as the 'Coal City in South Shandong'.With the extensive development over a long period of time,such problems as 'cumbersomeness',ecological fragility and people's livelihood debts gradually emerged.In 2009,Zaozhuang was determined by the State Council as one in the Second Batch of National Transformation Experiment Units in Resource-based Cities.Faced with a series of major decisions and difficulties such as whether to transform,where to transform and how to transform,we solemnly put forward the transformation goal of building a new Zaozhuang that is natural,ecological,livable and businessfriendly after considering the situation comprehensively.On the basis of sticking to the 'main battlefield' of the real economy,we highlighted the 'starting point' —transformation and upgrading,and developed a road to transformation and breakthrough with the characteristics of Zaozhuang.In 2016,the city increased the gross output by 7.2%,the fixed asset investment by 10%and the per capita disposable income by 8.2%.We withstood the test from increased economic downward pressure,and took a new step forward in transformation development.
