全面从严治党的治本之策:论强力推进党的作风建设制度化

The Fundamental Solution to Run the Party Strictly and Comprehensively:On Promoting Party's Style of Work Institutionalized

作风建设是党的"五位一体"建设的重要组成部分和永恒课题。制度现代化是国家现代化的基石。强力推进作风建设制度化,是治党强党的利器和治本之策,是引领政风行风社风家风建设向上向好的有效抓手,是协调推进"四个全面"战略布局的重要保障,是实现中国梦、实现国家治理体系治理能力现代化和干部清正、政府清廉、政治清明、社会清和的必由之路。着眼于根治作风不正这一"公害"顽疾,在深入剖析制度化的重要性、必要性以及深入挖掘制度化的历史进程、历史渊源、历史贡献与其主要内涵的基础上,从规范化、科学化、法治化、专业化、执行力等八个方面梳理了制度化的突出问题,并提出了强化五种思维、突出"五个着力"的对策建议,以期对各地各单位打好制度化主动仗、下好以制度化撬动整个作风建设"四化"即制度化、规范化、常态化、长效化"先手棋",有所裨益。

Style of work is an important part and eternal task of the construction of Party＇ s ＂Five in One＂. The modernization of institu- tion is the base of national modernization. Pushing style of work institutionalized is the fundamental solution to govern party and make it stronger; leads the better conduct of the government, profession, society and family; coordinates, promotes and guarantees strategic ar- rangement of ＂Four Comprehensive＂, which is the only way of realizing Chinese dream, making national governing system modernized and achieving the honesty of cadres, government, politics and society. In order to effect a radical cure of distorted style, the impor- tance, necessity, history, origin, contribution and basic connotation of institutionalization are being analyzed deeply, and eight aspects are settled, they are normalization, scientification, legalization, profession and execution and so on. It presents five thoughts and high- lights suggestion of ＂Five Key Points＂. It is better for every places and units to make the best use of institutionalization, standardiza- tion, normalization and long- term effect, and promotes ＂Four Modernization＂.
