摘要
2011年以来,国家先后分四批在12个地区开展现代服务业综合试点。这些试点地区在管理体制上积极探索、先行先试,较好地推动了现代服务业的发展。通过比较试点地区现代服务业发展的管理体制的异同,可得到如下启示:应加强顶层设计,实现各层级政府及政府职能部门间的协作共治;坚持有所为有所不为,建设服务型政府;发挥市场主体和行业协会等社会组织的作用,构建政府与市场、政府与社会的新型合作关系;健全决策咨询制度,邀请新型智库参与决策和政府绩效评价。
Since 2011, China has carried out comprehensive pilot in modern service industry successively divided into four batches in 12 regions. These areas actively explore, beforehand and foretaste in the management system, which has preferably promoted the development of modern service industry. By comparing the similarities and differences of the management system of modern service industry in the pilot areas, the following enlightenments can be obtained: strengthening the top-level design and achieving cooperation between government and government departments at all levels, insisting on doing something but not everything and building a service-oriented government, playing the role of market players, trade associations and other social organizations and building a new cooperative relationship between government and market, between government and society, improving the system of decision-making and consultation and inviting new think tanks to participate in decision-making and government performance evaluation.
