公共政策终结的渐进模式分析——以“新疆回沪知青”系列政策为例

Analysis of Progressive Mode of Public Policy Termination:A Case Study of a Series of Policies Concerning “Educated Youth Returned to Shanghai from Xinjiang Uygur Autonomous Region”

公共政策的终结有不同模式,"渐进式"是其中一种。文章以"新疆回沪知青"的系列政策为例,描述了"渐进式"公共政策终结的具体发生过程,探索了政策终而不结的原因。政策的"渐进式"终结体现在:首先是政策功能的终结;其次是执行公共政策的组织的终结,由控制管理转变为保障与服务;最后没有终结的是狭义上的政策和项目,政策的法律效力还在。中央政府强逻辑的决定作用,地方政府维护自身利益的折衷策略,是政策渐进终结的根本原因。

Termination of public policy has different modes, one of which is the progressive mode. In this paper, a series of policies concerning ＂educated youth returned to Shanghai from Xinjiang Uygur Autonomous Region＂ are taken as an example to describe the development of the ＂progressive mode＂ during this specific public policy termination, and to explore the causes of policy termination. The ＂progressive mode＂ of policy termination is reflected first in the termination of the function of the policy; next in the termination of the organization who implements the policy and whose role changes from administration to guarantee and service; and in the fact that there is no termination of the policy and programs in a narrow sense, and the legal effect of the policy is still there. The fundamental reasons for the progressive termination of the policy are the strong logic and power of the central government and the compromise strategy of the local governments to safeguard their own interests.
