图书馆社会包容理论与实践对比研究及启示——基于IFLA和ALA组织的对比分析

社会包容从静态而言是一种允许存在、认同或保障的状态;从动态而言是人人参与、人人受益的发展过程,在图书馆界有着积极效用。IFLA与ALA从理论和实践上一直强调社会包容理念的应用,两者在政策建设、实践发展上存在一定差异。对IFLA与ALA社会包容相关政策、实践的对比分析,有利于国内图书馆形成科学的包容发展观,完善相关法律法规和政策规定,树立全方位服务体系,参与构建整体社会网络,以包容性实践推动社会可持续发展。

From the static point of view, the social inclusion is a kind of status of permission for existence, identification and protection for rights. From the dynamic point of view, it is a development process for everybody＇s participation and benefit. Social inclusion has positive effect in librarianship. IFLA and ALA have always focused on social inclusion from both theory and practice, although there are many differences existing in their theoretical construction and practical development. Through the comparative analysis on the related policies and practices between IFLA and ALA, this paper finds that it is helpful for domestic libraries to build scientific inclusion development ideas, improve related policies and regulations, establish a comprehensive service system and participate in the construction of social network, and promote social sustainable development through inclusion practice.
