Modern western social security system is based on western political change. Labor-capital negotiation promotes western social- security system to be started and developed and takes some effect on western social-security system; interest- group politics provides the public with approach to appeal to offer necessary social base for social-security policy to be formulated and implemented and modern western social-security system is nothing but reslut from compromise of struggle between interest groups; democratic system gives condition to social-security system in consensus and the main stage of establishment and development of modern western social-security system basically accord with the main development stage of western democratic system; political-party politics promotes the progress of modern western socialsecurity system and the continuity of social-security policy between political parties.
