长江干线中下游溢油应急设备点选址优化 被引量:7

摘要 为优化长江干线中下游溢油应急设备点选址,建立溢油应急需求水域风险评价体系,采用云模型对其评价,进而构建以加权距离最小为目标的溢油应急设备点选址模型。采用自适应差分进化算法(Adaptive Differential Evolution,ADE)对其求解。将模型应用于九江港的溢油应急设备点选址,最终解算选址于瑞昌港区及彭泽港区,此评估结果与九江港实际规划相符。 The present paper intends to present an experienced study results on how to optimize the construction site choice of the oil spill emergency point in the middle and lower reaches of the Yangtze River.For the study purpose,we have first of all identified and established a list of the basic oil spill risk indexes and a risk evaluation system for the oil spill emergency water area through an investigation of the information and data related to the captain and maritime management ideas.And,then,the experts concerned have been organized to make give scoring to each index with a reverse cloud generator algorithm.In so doing,it has been made possible for us to obtain the cloud model evaluation parameters of the risk indexes in response to each of the oil spill emergency water disposal area.Furthermore,we have managed to apply the comprehensive evaluation cloud model to the virtual cloud calculation of all the evaluation indexes to be assessed,and,in turn,have made ready all the comprehensive evaluation indexes of the oil spill emergency water areas.In addition,the layout problems of all the oil spill emergency equipment in the point should have been successfully converted into a p-median location problem through problem description and modeling characterization.Thus,we have worked out the minimum distance optimization model for the oil spill emergency point location,which are to be satisfied with the following premises of the adaptive differential evolution algorithm(ADE):(1) identify and determine the group size and the stable iteration steps of the reserved oil spill emergency equipment points;(2) formulate and set up the initial group;and(3) calculate the power-supply distance in accordance with the model and the optimal choice of the point according to the calculation results.Thus,we have applied the model to the choice of the oil spill emergency equipment point location for the ports of Jiujiang,Penze and Ruichang through calculation.The results prove to be well in conformity with the actual plan of Jiujiang port,which implies that the model we have developed turns to be significant in guiding to the choice of the said oil spill emergency point location.Moreover,the risk evaluation system established based on the cloud model can effectively help to reduce the human-factor intervention and the uncertain conversion between the qualitative concept and the quantitative factors,which makes it easy and effective to solve the p-median location problem in accordance with the ADE algorithm.
