摘要
我国高校教师长聘教职制度的实现困境主要表现为政府、高校、教师、职员等相关利益群体之间的矛盾交织和代表不同利益群体的制度阻滞。长聘教职制度不仅仅是教师聘任制度的调整和改革,更重要的是政府、高校、教师、职员之间关于大学目标与功能实现,公共资源有效配置,教师权力与地位之间的不同理解和博弈。因此,高校长聘教职制度的变迁是不同利益相关者复杂利益关系共同作用的结果。顺利推进长聘教职改革的关键在于能否形成不同利益群体的共识,从而实现在新的大学治理环境下各方利益的平衡和最大化。
The predicament of the university tenure system in China is mainly reflected in the following two aspects: the contradiction among the government, institutions, faculty, staff and other related interest groups, and the institutional barriers representing different interest groups. The tenure system is not only the adjustment and reform of the faculty em- ployment and appointment institution, but also the different understanding and gaming a- mong the government, colleges, faculty, and staff about the realization of the goals and functions of the university, the efficient allocation of public resources, and the faculty rights~ interests and the status. Thereforem the tenure system transition is the result of the interaction of the different stakeholders' complex interest relations. Then the smooth pro- motion of the tenure system mostly depends on forming a consensus by different interest groups and realizing the balance and maximization of the benefit for all parties under the uni- versity governance environment.
