在水利建设中,政府现阶段公共财政投入能力不足的情况下,探索建立新的水利投融资机制,吸引社会资本投入水利建设,引导受益群众参与小型水利建设,从而建立起多元化投入机制,加快水利改革发展。
On the condition that the government＇s public finance investment ability is insufficient in the construction of water conservancy. The government should explore to establish the new water investment and financing mechanism to attract social capital in the construction of water conservancy, and guide the beneficiaries to participate in the construction of small water conservancy, which establish a diversified investment mechanism to speed up water reform and development.
