新型城镇化背景下土地流转问题探讨——以山西省泽州县为例

Discussion on Land Circulation Problems under the Background of New Urbanization—Based on Zezhou County of Shanxi Province as an Example

泽州县积极贯彻落实科学发展观,以建设全国生态县为契机,大力开展生态创建工作,通过土地流转,实现农业规模化产业化发展,推进了特色农业生产,同时也让一些贫困村走出了生活的困境,带来了实现小康的希望。对泽州县土地流转中存在的问题进行细致深入的探索,同时对影响泽州县土地流转的因素进行了系统分析;最后针对泽州县土地流转中存在的问题提出了相应的解决方法。研究新型城镇化建设背景下的土地流转问题,可为晋城市两型农业建设提供重要的实际经验,为进一步加快泽州县经济转型和跨越发展提供决策性借鉴和建议,为促进晋城市泽州县土地流转和经济协同发展提供一些意见。

In recent years, Zezhou county have further implement the scientific concept of development, to build national ecological county as an opportunity to vigorously carry out the ecological creation, through the land circulation, industrialization of agriculture to achieve large-scale development, promote the characteristic of agricultural production, through the land circulation, make some funding out of the predicament of life, has brought hope to realize well-off. In this paper, the Zezhou existing problems in land circulation detailed in-depth exploration, and the effect factors of Zezhou county land circulation system is analyzed. Finally, based on Zezhou county land circulation problems, the paper puts forward the corresponding solutions. Research new urbanization construction under the background of land circulation problems, will provide important practical experience for two type of Jincheng agricultural construction, for further speed up the Zezhou decision-making reference and suggestions, and for the development of economic transformation and cross, to promote the Jincheng Zezhou city land circulation and the coordinated development of economy provides some suggestions.
