摘要
情报3.0时代,以知识集成和智能服务为核心的科技情报服务能力将成为科技情报机构赢得竞争优势及实现未来发展的根本。新环境下重新审视和探讨科技情报服务能力构建这一常态话题意义重大。文章基于科技情报服务和科技情报服务能力的内涵,结合情报3.0时代科技情报服务需求及科技情报服务流程,主要从工程技术角度探讨了具有普适性的科技情报服务能力基本架构,设置了科技情报服务能力构建的四层结构模型(RIAC模型),包括情报资源保障能力、情报交互能力、情报分析判断能力和情报协同服务能力4个层次。
In intelligence 3.0 era, service capabilities of scientific and technical (S&T) information with knowledge integra- tion and intelligent services as the core will become the fundamental driving force for S&T intelligence agencies to win competitive advantage and achieve for future development. Under the new situation, it is of great significance to re-examine and discuss the normal topic of S&T information service capability. Based on the connotation of S&T information service and service capability, together with the requirement and process of S&T information service in intelligence 3.0, the paper discusses the basic universal framework of S&T information service ability from the angle of engineering technology, and proposes a four-layer structure model of S&T information service capability system (RIAC model), including intelligence resources support ability, intelligence interaction ability, intelligence analysis ability and intelligence cooperation service ability.
