摘要
基于广东创新驱动发展考核指标体系,从"政府行为-社会创新-综合实力"(GSC)角度构建指标概念模型,实证分析政府行为对社会创新的当期和持续传导效应;在此基础上,设计监测分析框架,提出二维矩阵图和深层结构分析法,并以A市为案例进行应用。旨在帮助科技管理部门深入了解本地创新驱动发展优劣势,进一步改进科技工作。
Based on Guangdong innovation driven development evaluation index system, from the perspective of "government - social innovation - comprehensive strength" ( GSC ) , this paper constructed the index concept model, and empirically analyzed the current and continuous conduction effect of the government on social innovation. On the basis of monitoring design analysis framework, two-dimensional matrix and the deep structure analysis method are proposed. Taking A city as an example, this paper aimed to help the department of science and technology management develop an in- depth understanding of the advantages and disadvantages of the development of local innovation drive, and further improve the performance of science and technology.
