摘要
作为古代为官从政的道理,我国传统行政理念是古代行政主体对行政活动和行政价值的规律性认识。传统行政理念的主要内容包括"父母官"的行政意识、公勤廉的行政价值观和"内圣外王"的行政理想,体现出道德化、人格理想化和政治化的特点。实践与理念脱离是传统行政理念运行中的最大困境,角色界定不明晰、法律制度不健全和人情伦理难回避等是导致问题出现的主要原因。转变行政角色意识、明确法律制度底线和坚定理想信念追求是传统行政理念为当前行政文化建设提供的重要启示和借鉴。
Chinese traditional administrative ideas are some regular rules of activities put forward by ancient government officials. The main lines of traditional administrative ideas include taking good care of people as if they were sons in consciousness, being fair, diligent, and integrity, pursuing inner holiness and external reign. Morality, ideal personality and politics are the important characteris- tics of traditional administrative ideas. The reasons why ideas being separated from practice is ill-defined roles, incomplete legal systems, and complicated moral relationship. Today, the enlightenment of traditional administrative ideas is that we should change the con- sciousness of administrative roles, set legal systems as the bottom lines, and pursue ideals and beliefs firmly.
