摘要
人口老龄化危机的不断加剧,不仅导致养老金、公共医疗支出等老龄化成本大幅上升,而且还造成劳动力人口逐渐萎缩和劳动力老龄化,这将对中国的社会经济特别是社会保障的财政可持续性造成较大冲击。为有效应对人口老龄化以及劳动力市场供给不足的挑战,应在个人、企业和政府三个层次进行年龄管理,以促进老年劳动力延长工作周期,提高工作质量。政府可以从改革养老金和退休政策入手,鼓励和支持企业实施年龄管理策略,改善老年劳动者健康和工作条件,加强终身学习、在职教育和培训,消除影响老年劳动力持续就业的制度性障碍。
Aging crisis of population will not only lead to the costs of aging(pension,health care etc.)to increase significantly,but also could trigger shrinking of labor force and aged workforce,which will have a serious impact on the social and economic development especially the financial sustainability of the social security system in China.In order to tackle various challenges of aging population and the shortage of market labor supply,it is necessary to promote old workers to prolong their work lives and improve work qualities.The age management is a new tool of the human resource management to achieve this goal.This article carried out an indepth discussion on the concept and dimensions of age management,the necessity of age management at three levels and strategies available for age management.The final part of the article presents some related policies for developing the age management in China.
