摘要
[目的/意义]本研究旨在通过梳理政务新媒体研究的国际文献,发现政务新媒体研究前沿热点问题,缩小政务新媒体研究的"知沟",推动国内政务新媒体理论和实践发展。[方法/过程]通过EBSCOhost、Science Direct、SAGE Journals Online、Springer Link、Taylor&Francis Online等数据库和Google获取289篇政务新媒体的国际文献。在此基础上,采用议题分类的方式对289篇文献进行全面系统的归纳、整合与评述。[结果/结论]政务新媒体的国际研究主要基于政府的视角展开,包括政务新媒体使用的决定因素、使用行为、使用政策、使用战略与策略、使用效果评估等。少数公众视角的研究集中在公众政务新媒体使用对政府信任的影响。已有研究较少考察公众政务新媒体使用行为对其政治行为的影响。未来研究应该考察政府机构政务新媒体使用对组织结构和组织氛围等的影响,考察公众政务新媒体使用行为对公民遵从等的影响机制。
[ Purpose/Significance ] This study aims to find the hot issues of government new media research, and thus facilitate the theories and practices of Chinese government new media, through reviewing international studies. [ Method/Process ] We collected 289 international studies through academic databases, including EBSCOhost, ScienceDirect, SAGE Journals Online, SpringerLink and Taylor & Francis Online. We employ issues-oriented lens to analyze these studies. [ Result/Conclusion] The results suggest that most studies explore government new media based on the governmental perspective, such as the determinants, specific behaviors, policies, strategies and effects. Few studies have investigated the influence of citizens" use of government new media on government trust, and its determinants. Existing literature has been keen to discern the factors of government's use of new media, but ignores the effect of citizens" use of government new media on their political behaviors. Future studies may investigate the impacts of government's use of new media on organizational structure and climate, and others. Future studies may also identify the influencing mechanisms of citizen's use of government new media on citizen compliance, and other political behaviors.
