该文论述了绿色奥运思想的起源、实施及发展 ,概括了绿色奥运的内涵和宗旨 .指出北京绿色奥运和生态环境建设的主要制约因子是干旱缺水和高度城市化 ,并在此基础上提出了北京生态环境建设的跨越式发展模式、总体思路、总体目标、对策和措施 .论述了北京生态环境建设的十大重点工程 :①山区绿色生态屏障建设工程 ;②以“五河十路”绿色通道为重点的郊区平原绿色生态屏障建设工程 ;③城市绿化隔离地区绿色生态屏障建设工程 ;④城市中心区绿化美化工程 ;⑤卫星城、小城镇造林绿化工程 ;⑥防沙治沙绿化造林工程 ;⑦古树名木保护管理工程 ;⑧生物多样性工程 ;⑨高效益的绿色产业工程 ;⑩高水平的生态安全保障体系工程 .

This paper introduces the theories and practices for the green Olympic Games and ecological environment construction in Beijing. The authors point out that the main influencial factors for the green Olympic Games and ecological environment construction in Beijing are the shortage of water and high degree of urbanization, and then propose the developing model, general goal and measures of the ecological environment construction. The authors also describe the ten key projects of ecological environment construction in Beijing.
