国家善治导向下公共文化服务有效供给的财政对策研究

The Fiscal Countermeasures of Effective Supply of Public Cultural Service Guided by National Good Governance

有效供给公共文化服务是体现国家治理能力、财政现代化程度的重要领域。实证分析结果表明:公共文化服务财政供给效率波动性比较明显,技术有效性和规模有效性亟待提高;地区之间差距较大,尚未实现均等化供给;公共文化服务的支出效率和经济发展水平之间不存在必然的相关性,地方政府重视程度是影响公共文化服务是否有效供给的重要因素;公共文化服务尚未实现标准化供给。基于此,亟需从财政角度探寻实现公共文化服务供给标准化、均等化、社会化的对策,为国家善治提供精神动力和文化支撑。

Effective supply of public cultural services is an important area to reflect the national governance capacity and financial modernization. The empirical analysis results show that the financialefficiency volatilityof the supply of public cultural services is obvious and the technology and scale effectiveness needs to be improved,larger gap among regions exists and equalization of supply has not been realized,the necessary correlation between expenditure efficiency of public cultural services and the level of economic development does not exist and the attitude of local governments is an important factor to determine the effective supply of public cultural services,and the standardized supply of public cultural services has not yet realized. Based on this,it is urgent to explore the Countermeasures from the financial angle to realize the standardization,equalization and socialization of public cultural service supply so as to provide spiritual impetus and cultural support for the country＇s good governance.
