It can found that there exists the phenomenon of rogue wave in the hotspoi issues of network public opinion by analyzing statistics of pageviews and the number of relevant microblogs about hot topics. The rogue wave has the characteristics of rapid formation, huge amplitude, short duration and being exclusive to other topics. This paper discusses the forming mechanism and evolution trend about rogue wave by using KdV equation and solutions to rogue wave. It is hopeful that the discussion can provide corresponding theoretical basis and the countermeasures for monitoring and controllingthe network public opinion.
