社会稳定风险评估是我国政府加强和创新社会治理的重要创举,对于预防和减少社会风险具有重要作用。当前,社会转型期的社会稳定风险问题加剧,阻碍社会转型升级。"稳评"的良序发展必须走法治化道路,这也是"全面依法治国"的内在要求。推进"稳评"法治化,要从法制建设、信息公开与监测、主体协同合作与复合规制责任等多方面着力。

The social stability risk assessment is an important creation of the government to strengthen and innovate social governance,which plays a significant role in preventing and reducing social risks. Currently,the social stability risk during the period of social transition intensifies,which hinders the transition and upgrading of society. The well-ordered development of 'stability assessment 'must depend on the way of legalization,which is the intrinsic requirement of 'comprehensively implement the rule of law'.The legalization of 'stability assessment'is required to put effort on legal construction,information disclosure and monitoring,collaboration of main bodies and the composite regulatory responsibility,etc.
