战略性新兴产业效率与政府投入关联关系的实证分析——以中关村国家自主创新示范区为例

An Empirical Analysis on Incidence Relation of Efficiency and Government Input of the Strategic Emerging Industries——Taking the Zhongguancun National Demonstration Zone as Example

国内关于产业政策的激烈讨论引发了对市场和政府干预的极大关注。中关村国家自主创新示范区作为我国战略性新兴产业发展的策源地,形成了系统的先行先试的产业政策体系。随着中关村试点政策的全国推广,对政府在战略性新兴产业发展中的作用进行评估显得尤为重要。财政投入是产业政策的重要表现形式,本文基于北京市中关村国家自主创新示范区2004-2014年相关统计数据,运用DEA模型,得到中关村开发区产业效率和政府投入效果,并在此基础上通过灰色关联度模型对产业效率和政府投入之间的关联关系进行描述性分析,实证结果表明二者之间的关联度并不显著。本文试图从产业政策的制定、执行和其背后的政府行为动机两个维度对上述实证结果产生的可能性原因进行分析。最后通过完善产业治理体系、推进供给侧结构性改革、完善产业链的全过程分析来明确政府在战略性新兴产业发展中的角色定位。

Domestic fierce discussion about the industrial policy has caused great attention to the value of government's intervention in market. The Zhongguancun National Innovation Demonstration Zone as the birthplace of China's strategic emerging industry development,formed a system of first-try industry policy support system. As the Zhongguancun pilot policy becomes nationwide,it is particularly important to evaluate the role of government input in the development process of strategic emerging industries. Fiscal investment is one of important forms of industrial policy. This paper is based on statistical data from year 2004 to 2014 of the Zhongguancun National Innovation Demonstration Zone,using DEA model to get industry efficiency and government input effect. With the Gray Relational Model descriptive analysis of the relationship between industry efficiency and government input,the results of empirical analysis show that the correlation between them is not significant. This paper attempts to analyze possible cause of the above empirical re-sults from the formulation and implementation of industrial policies and the government behavior motivations. At last,we try to identify the role of government in the development of strategic emerging industries by improving the industry management system,promoting the supply side structural reform,perfecting the whole process of industry chain.
