摘要
2014年3月,新疆在全区开展各级干部深入基层"访民情、惠民生、聚民心"活动。"访惠聚"活动的开展对于解决基层政府治理能力与水平的发展具有一定的促进作用,但也应注意到由此带来的基层政府干部消极怠工、依赖工作组工作人员解决问题、不及时反馈存在于基层干部当中牵涉自身利益而危害群众利益的关键问题等情况。对于基层政府干部素质水平不高,治理能力有限的情况,基层政府需要不断改进工作方式,提高工作能力,转变工作作风,建立长效的治理机制,不断培养体制内精英,推进新疆社会基层治理能力的现代化。
On March 2014, the cadres from all the basic units with various levels in Xinjiang went down to the activity "the Horizon of Comprehend Benefit Assemble" , which benefit to the solution of the basic-level governments' ability to administrate and promotion of governing capacity. However, due to the cadres' staying at villages we should pay attention to some negative impacts: the cynicism of basic staff rely on others to solve problems, and sometimes caders can not reflect questions that he is involved in and can influence the people' s basic interests. Facing the problems of their low qualities and limited abilities, the basic government should enhance the ways of working, improve the capability, change the working style, and establish a new governance mechanism and cultivate elites in the system to increase the modernization of managing ability of basic government.
