现代公共文化服务供给侧改革的探讨——以江苏省为例

Supply-side Reforms in the Modern Public Cultural Service: A Case Study of Jiangsu

随着中国经济的腾飞,公共文化资源供给总量显著增长,但区域之间的差异依然存在。在一些文化强省如江苏省,现代公共文化资源供给总量位居全国前列,但有效供给不足、无效供给过度及普惠均等化水平较低等客观现状,导致人们对公共服务的满意度和获得感不高。为满足广大民众不同层次、丰富多样的文化诉求,适应需求侧的变化,公共文化服务供给侧结构性改革势在必行。公共文化服务供给侧改革的重要举措在于通过制度创新来激发供给活力;通过产品创新来增加有效供给;通过服务创新来提高运作效能;通过机制创新形成多元共建格局。

The total resource supply of modern public culture increases remarkably with the economic develop-ment in China, but the difference between regions remains. In some culturally advanced provinces like Jiangsu,the resource supply of modern public culture ranks high nationwide, but the efl＇ective supply is insufficient, inva-lid supply is excessive and the level of universal benefit and equality is very low, which leads to people＇s lowsatisfaction and sense of possession at the public service. Structural supply - side reform is imperative to meetpeople g cultural demands at different levels and diversification, to adapt to the change in demand side. The im-portant measures for public cultural service supply - side reform consist in stimulating supply vitality throughsystem innovation, increasing effective supply through product innovation, improving operational efficiencythrough service innovation, and forming a multiple and co -operative pattern through mechanism innovation.
