摘要
Though traditional global energy security risks have lowered,there is a pressing need for cooperation in the governance of global energy,particularly for energy investment security and environmental security.Increasingly apparent defects,inefficient reaction between mechanisms,and new challenges show that the nation-centered model should transfer to a more complex multi-level governance structure.The current governance mechanism for energy must absorb more newly rising countries,include more non-state actors,strengthen financial instruments,and perfect legal structures to achieve a fair,effective international energy governance order.
The energy issue is a focal point in international relations not only at the level of nation-states but in transnational and interdisciplinary facets. The advance of globalization and scientific-technological development, the absolute need for reliable, continued energy supply for stability and the protection of humanity, make it imperative for all actors to coordinate and cooperate. Modern-day energy governance was given birth out of security concerns from major energy consumers.
