浅谈流域管理机构对洪水风险图跨省编制单元的把控——以水利部海河水利委员会为例

Consideration of trans-provincial flood risk map drawing by river basin management agency——case study of Haihe Water Resources Commission of MWR

在2013—2015年全国重点地区洪水风险图编制工作中,海河流域有19处编制单元涉及了多个省(直辖市),所在区域防洪工程密集,跨省(直辖市)编制单元项目建设协调任务艰巨。水利部海河水利委员会在编制过程中充分发挥流域管理机构职能作用,及早预防跨省(直辖市)洪水风险图编制工作中可能存在的问题,有效协调关键技术,把控项目建设质量和进度,保证洪水风险图编制顺利完成。

During 2013-2015 flood risk map drawing for national key areas, there are 19 units in Haihe River Basin being included that involves several provinces （municipalities）. Due to the concentration of flood control works in this region, it is hard to coordinate for trans-provincial projects. Haihe Water Resources Commission of MWR makes full play of its functions as river basin authority and prepares for potential problems of trans-provincial flood risk map, by taking effective measures for coordination, highlighting quality control and procedure of project management so as to ensure successful implementation of the project.
