太湖流域洪水风险图编制与推广应用

Drawing and application of flood risk map in Taihu Lake Basin

2000年以来,太湖局在国家防办的统一部署下,先后开展了太湖流域洪水风险图编制试点一期、二期和重点地区洪水风险图编制,并取得了一系列成果,对提前预知、实时规避洪水风险、减少洪灾损失起到了积极的作用。在总结不同发展阶段太湖流域洪水风险图编制特点的基础上,介绍了洪水风险图的应用实践,结合国内外洪水风险图编制和我国开展海绵城市建设要求,提出了太湖流域进一步推广应用洪水风险图的建议。

Since 2000, Taihu Lake Basin Authority has carried out phase-I and phase-II pilot projects of Flood Risk Map for Taihu Lake Basin under the organization of Office of State Flood Control and Drought Relief Headquarters. A series of results have been obtained that play effective role in early forecast, avoidance of real-time flood risk and damage reduction. A summary is made on the features of the basin regarding flood risk map at varied development stages and its practical application. Finally suggestions are made on further extension of flood risk map in the basin based on practices home and abroad and requirement of sponge city initiative in China.
