黄河下游滩区洪水风险图编制与应用

黄河下游滩区既是黄河河道的重要组成部分,又是滩区群众赖以生存的场所,历史上洪水灾害频繁。依据《全国重点地区洪水风险图编制项目实施方案(2013—2015)》和《黄河流域洪水风险图编制项目实施方案》,黄河水利委员会组织开展了黄河下游滩区洪水风险图编制项目,对下游7个量级的洪水开展洪水分析,编制洪水风险图,编制成果在防洪预案编制、洪水调度决策和滩区避洪转移等方面得到了应用。

Flood plains in the downstream form a key part of Yellow River corridor, and also the production and livingplaces for people to rely on for existences. In history, flood often happens in these areas. In line with 2013-2015 Project Implementation Plan of Flood Risk Map in National Key Areas and Project Implementation Plan of Flood Risk Map in Yellow River Basin, Yellow River Conservancy Commission organized and implemented flood risk map on flood plain in lower reaches of Yellow River. Studies were made on seven scenarios of flood events and maps were drawn thanks to the project. These results have applied in flood control planning, flood regulation and decision making and evacuation of people in flood plain areas.
