The Reconstruction of Social Governance Discourse

在包括全球治理在内的社会治理体系中,话语重构正在成为一个迫切的课题。全球化、后工业化是人类历史上的一次重大的社会转型,它意味着工业社会历史的终结和人类历史新阶段的开启。在此过程中,工业社会及其治理的整个话语体系及其文化都必将为新的话语体系及其文化所替代。工业社会从霍布斯的"一切人反对一切人的战争"的起点出发,建构起了个人主义话语体系和自由主义学说,并以竞争文化的形式出现。这种话语体系及其文化把人类引入了风险社会之中,让人们空前地感受到了生存危机。在全球化、后工业化进程中,当我们确立起"为了人的共生共在"的起点时,完全可以建立起全新的话语体系,并基于这种话语体系而生成合作文化。从20世纪后期以来人们观念与行为的变动中,我们已经可以触摸到合作文化生成的客观要求,一旦自觉的话语建构破题之后,合作文化的生成就会走向光明的前景。

In the social governance system including global governance, discourse reconstruc- tion has become an urgent subject. Globalization and post-industrialization is a major social transfor- mation in human history, which means the end of the history of industrial society and the opening of a new stage in human history. In this process, the whole discourse system and culture of industrial society will be replaced by the new discourse system and its culture. Industrial society started from the starting point of Hobbes ＂a war of course system and emerged as a form of culture lead human into a risk society, all against all＂, while later constructed the liberalism dis- competitive culture. However, this discourse system and its making human feel an unprecedented crisis of survival. In the process of globalization and post-industrialization, when establish the starting point of ＂for the coexistence and interaction of human＂, we can absolutely establish a new discourse system and gen- erate a culture of cooperation on this basis. From the changes in human ideas and behaviors since the late 20th century, we can almost experience the objective requirements of cooperation culture. There is no doubt that once the construction of the conscious discourse make a breakthrough, the for- mation of cooperative culture will lead to a bright future.
