邻避冲突的产生与演变逻辑探析——基于对A煤矿设施当地民众的实证调查

The Occurrence and Evolution Logic of NIMBY Conflict:Based on the Empirical Investigation of the Local People of A Coal Mine Facilities

邻避设施推行是经济发展与社会转型的产物,其选址过程中频频发生的冲突行为不仅阻碍了公共利益的分配,更加剧了社会稳定风险。本文基于对A煤矿设施开发的实证调研,探索影响当地民众对煤矿设施接受度的影响因素及内在关系,进而分析邻避冲突的产生和演变逻辑。研究发现,当地民众认为"利益—风险"分配不公是导致其发起邻避冲突的根源,而影响邻避冲突是否进一步演变的主要因素则是地方政府与当地民众的沟通,及当地民众对地方政府的信任水平。因此,从利益补偿和风险沟通的双重路径进行策略优化是从源头上预防邻避冲突的核心措施。同时,在面对邻避冲突时,政府应进一步完善吸纳多元主体利益诉求的民主协商机制,重塑居民对政府的信任水平,从而中止邻避冲突的进一步演化。

The implementation of NIMBY facilities is the product of economic development and social transformation. But frequent conflict behavior in the process of location not only hinders the distribution of public interests, but also aggravates the risk of social stability. Based on the empirical research, this paper explores the influencing factors and internal relations of local people＇ s accept- ance of A coal mine facilities, and then analyzes the logic of the generation and evolution of the con- flict. It is found that local people think that the unfair distribution of benefits and risks is the root cause of conflict, and the main factor that influences the further development of the conflict is the communication between the local government and the local people, and the level of trust. Therefore, the dual path of benefit compensation and risk communication is the core measure of preventing NIM- BY conflict from the source. Meanwhile, facing the NIMBY conflict, government should further im- prove the mechanism of democratic consultation which absorbing multi-stakeholders, and reshape the level of government trust, to stop the further evolution of NIMBY conflict.
