摘要 铁路客运安全关乎旅客生命、财产安全,一直是铁路安全的重中之重,开展铁路客运安全风险管理研究对于铁路运输安全发展具有重要意义。参考国内外安全风险管理方法的研究,阐述目前铁路客运安全的主要特点,通过故障树法对安全风险事件进行识别,建立风险评价指标体系,结合专家评价对识别的客运安全风险事件进行综合评价,进而设置相应的风险控制措施,并通过铁路客运车站拥挤踩踏事故风险管理案例来展示其应用过程,以有效提高铁路客运安全管理水平。 Railway passenger transportation safety is related to the safety of passenger lives and properties, and is also the most important thing of railway safety all the time, so carrying out the study on safety risk management of railway passenger transportation has significance on the development of railway transportation safety. By referring to the studies on safety risk management methods in China and foreign countries, this paper expounds the main characteristics of current passenger transportation safety, and also proposes that the safety risk event is identified by fault tree analysis, that the risk evaluation index system is established, and the identified safety risk event is taken comprehensive evaluation combining with expert evaluation and then corresponding risk control measure is established. The application process of the measure is displayed by using the risk management example of crowded stampede accidents in railway passenger station, so as to effectively increase safety management level of railway passenger transportation.
