Strengthening the Site Supervision of Projects to Improve the Construction Quality of Projects

随着油田生产建设发展的需要,如何强化工程质量监督,提升工程建设质量,已成为各油田工程质量监督部门一项十分重要的工作内容。胜利油田孤东采油厂工程质量监督站结合实际,落实"转变发展方式、提高发展质量"的新要求,通过开展对工程质量监督过程中存在问题的分析,提出了强化工程监督计划的制定和落实、加强监督人员综合素质的培养以及完善检测手段等6点对策与建议,并对垦东18站玻璃钢储罐外表出现环向裂纹等3个质量问题典型案例作了分析。指出,强化工程监督计划的制定实施以及监督人员一专多能素质的培养,加强质监部门与相关部门的沟通联系与协调,加大对工程所用原材料质量检查力度以及做好施工过程的质量控制,一定能收到良好的工程质量监督效果。

With the development of oilfield production and construction, how to strengthen the supervision of project quality and improve the quality of construction projects has become a very important work of the engineering quality supervision department of each oilfield. The Engineering Quality Supervision Station of Gudong Oil Production Plant implements the new requirement of ＂changing the mode of development and improving the quality of development＂according to the practice, six countermeasures and suggestions of strengthening the development and implementation of project supervision plan, strengthening the cultivation of the comprehensive quality of the supervision personnel, perfecting the detection means of engineering construction quality, etc. were put forward through analyzing the problems appearing in engineering quality supervision, and 3 typical cases of quality problems including the case of the surface circumferential crack of glass steel tank in Kendong 18 station were analyzed. It is pointed out that, a good engineering quality supervision effect must can be achieved through strengthening the development and implementation of project supervision plan, strengthening the cultivation of the comprehensive quality of the supervision personnel, strengthening the communication and coordination between the quality supervision department and the relevant departments, and strengthening the quality inspection of the raw materials used in the projects and doing well the quality control of construction process.
