现行生育政策下的女性权益保护

我国全面二孩政策的施行,标志着我国生育政策的重大调整,体现了生育政策从“效率”向“公平”的价值回归。然而生育政策在制定实施过程中缺失社会性别意识,看似对女性保护的政策法律,没有考虑其执行效果对男女两性的不同影响,忽视了女性在参与社会活动中的利益诉求,加剧了女性的不利地位,背离了生育政策的价值追求。所以,政府应该加大社会性别主流化进程,在生育问题上增加投入,确保女性不因为生育而丧失社会参与的权利。

The implementation of the comprehensive two - child policy in our country signifies the significant adjustment of our fertility policies, embodying the value return of fertility policies from ＂efficiency＂ to ＂equi- ty＂. However, gender consciousness is lacked in the process of formulation and implementation of fertility policies. The policies and laws that seem to protect women do not take the different influences of their implemen- tation effects on men and women into consideration, ignoring the interests appeals of women in participating in social activities, aggravating the unfavorable status of women, deviating from the value pursuit of fertility poli- cies. Therefore, the government should accelerate the mainstream process of society gender, increasing investment on fertility issues, ensuring that women will not lose their rights in social participation because of child-bearing.
