随着改革开放政策的深入推进,我国出境公民和领保案件出现量率齐升的局面,我国的领事保护和海外救助也面临着新形势和新任务。领事保护的数量大幅增长,对象构成范围不断扩大,中国公民受侵害的形式也日益多元化,但领保资源和领保需求极度不平衡,严重阻碍了海外救助的科学可持续发展。所以,必须注重领事保护在政府和民间的建设,注重领事保护的科技水平和内外宣传培训,寻求领事保护在政府和民间力量中的平衡点,促进海外救助的稳定和科学持续的发展。

With the deepening of the reform and opening-up policy, the number and the ratio of outbound citizens and consular protection cases present a rising tendency. The consular protection and overseas salvation also face new situations and tasks. The number of consular protection cases has increased significantly, the scope of the object has been expanded, and the situation of Chinese citizens being infringed has been increasingly diversified. There is a great unbalance between the consular protection resources and the demand, which has seriously hindered the overseas aids. Therefore, we must pay attention to the construction of consular protection, focusing on the improvement of technological level and the training of consular protection, to search for a balance between governmental consular protection and civil forces, to promote the development of the overseas aids work.
