强化“软目标”防范恐怖袭击能力的措施分析

软目标的恐怖袭击具有平民目标下的政治目的、比硬目标更高的杀伤成功率、便于模仿的传染性等特点。虽然恐怖主义将主要攻击对象转为软目标是因为软目标具有防护能力弱等原因,但其反映的根本原因却是恐怖主义势力的衰落。强化对软目标的保护应该在鼓励市场化安保产业发展、建立"红队"进行安防能力评估以及强化街面巡逻警力等几个方面做工作。
