Exploration on the Function Optimization of New Urban Structure in Qiqihar City

齐齐哈尔市被确定为国家新型城镇化综合试点地区,作为中西部后发达地区城市新型城镇化的样本,应根据地区的产业结构作为城镇结构设计的现实基础,根据齐齐哈尔市产业结构的特点,齐齐哈尔市确立了"中心城市—县(市)区—乡镇—新型社区"四级城镇体系的架构,应坚持推进城镇间功能互补、城镇功能多元化发展、确定和发展城镇的主导功能、增强城镇外部功能,完善城镇内部功能等原则优化结构功能,推进新型城镇化建设。

Qiqihar city has been identified as one of the comprehensive pilot areas of new urbanization. As a sample of the new urbanization in the late-developed areas of the midwest, it should base its urban structure design on the regional industrial structure as the realistic basis. According to the industrial structure characteristics, Qiqihar City has established the framework of the four-level urban system of ＂central city-county （city） district-township-new community＂. It should insist on such principles as promoting tunctional complementariness among cities and towns, diversified development of urban functions, defining and developing the leading function of cities and towns, improving tile external functions and making the internal functions perfect of the city to optimize the structure and function and to promote new urbanization.
