供给侧结构性改革,就是从提高供给质量出发,扩大有效供给,促进经济社会持续健康发展。在新形势下,城乡规划也应该通过规划供给侧改革,促进城市集约、高品质发展。轨道交通综合开发是"地铁+用地+产业+交通+生态"的跨界产品,是城乡规划的供给侧创新,应该从提升质和控制量两个方面,对综合开发的规划供给侧进行反思和提升,框定总量、限定容量、盘活存量、做优增量、提高质量。

In the new situation, urban planning should also be through planning supply side reform,promote urban intensive, high-quality development. The comprehensive development of rail transportation is the ＂Subway ＋ land＋ traffic ＋ industrial ＋ ecological＂ cross-border products, the supply side is the innovation of urban planning, it should be enhance the quality and quantity, the supply side of the comprehensive development planning for reflection and promotion, the total frame, limited capacity, revitalize the stock, do good increase and improve the quality.
