摘要
中央全面深化改革领导小组第二十八次会议审议通过了《关于全面推行河长制的意见》,要求通过构建责任明确、协调有序、监管严格、保护有力的治理机制,为实现河湖功能永续利用提供制度保障。该文就《意见》中突破现有的水治理困局问题进行评述,并对《意见》实施后有关制度的完善提出了建议。
The Central Committee of Comprehensive Deepen Reform has proved ＂ Suggestions on Fully Implemented Hezhang Responsibility System＂ at the Twenty - eighth meeting. It is requested to achieve long - term utilization on rivers and lakes by constructing a strong Governance Mechanism with clear responsibility, harmonious order and strict regulation. The article discusses problems about water treatment that been tackled based on this document, and suggestion are proposed on system improvement after the implementation of the document.
