在当前世界各国公共安全管理工作全面推进,尤其是科学研究、教育培训和决策咨询工作不断加强的时代背景下,公共安全管理术语概念标准化作为一项基础性的工作,具有重要的实际应用价值。本文仅对"风险""危险(源)""安全""国家安全与公共安全""应急管理与公共安全"等常用术语概念或核心概念及其概念间的时空关系进行辨析,关注它们的来源和现实涵义。通过辨析术语概念,进一步推动重要、关键的名词术语和概念解释在公共安全管理工作中规范化、标准化。

With the comprehensively promotion of public safety management in the world, especially in the context of enhanced scientific research, educational training and decision-making consultation, the standardization of terminologies and concepts of public safety management has an important practical value as a basic work. The article analyzes the commonly used and important concepts of ＂risk＂, ＂hazard＂, ＂safety＂, ＂national security and public safety＂, ＂emergency management and public safety＂, space-time relationship between concepts, and pays attention to their origin and actual meaning, which further promotes the standardization of the key terms and concepts discrimination in the management of public safety through the analysis.
