新型城镇化背景下的城乡规划转型

自上世纪90年代以来,中国城市化进程飞快,城市规划行业已迅速成为一个热门行业。然而,在城市规划批量生产的时代,城市以粗放式的增加城市建设用地为主要发展方式,造成我国目前部分城市的土地资源告急、自然环境破坏严重等诸多问题。面临目前城市在发展过程中的这些问题,未来城市规划由最初的增量规划转型为存量规划,或者说增存量并重的规划是势在必行的。然而,在这个转型的过程当中,规划评析将扮演一个举足轻重的角色。本文就当前我国城镇化发展状况,对新型城镇化背景下的城乡规划转型进行简要评析,并提出规划评析在其中可发挥的主要作用。

Since twentieth Century 90＇s, with the rapid development of urbanization, urban planning industry has become a hot industry. However, in the era of mass production of urban planning, urban to the crude form of increased urban construction land as the main mode of development, caused our country currently part of the city＇s land resources in an emergency, the natural environment destruction and many other serious problems. Faced with the current problems in the development of the city, the future of urban planning from the initial incremental planning and transformation into the stock of planning, or to increase the stock of both planning is imperative. However, in the process of this transformation, the planning assessment will play a pivotal role. In this paper, the development of urbanization in China, the new urbanization in the context of urban and rural planning and transformation of a brief analysis, and put forward planning assessment in which can play a major role.
