农林高校推进“十三五”发展规划实施的探讨

On Promoting Implementation of the 13th Five-Year Plan for Agriculture and Forestry University Development

发展规划实施是将规划文本转化为现实绩效的过程,是发展规划的生命和权威所在。通过对6所教育部直属农林高校"十三五"发展规划文本中组织实施部分的研读和梳理,发现这些高校采取的措施主要有:加强组织领导、开展宣传工作、制定年度计划、强化资源保障、加强监督评估等。为更好地实施"十三五"发展规划,农林高校还应加强绩效评估、培育支持性文化、建立外部环境监控机制等。

Development plan implementation is a process of transforming plan text into real performance, and makes up the value and authority of the development plan. By reading and combing the implementation section of the 13th Five-Year Development Plans of 6 MOE-Administrated agriculture and forestry universities, we found out the measures taken by these universities were mainly as follows： to strengthen the organizational leadership, to carry out the information dissemination, to make the detailed plan, to strengthen the resources guarantee, to strengthen monitoring and evaluation, etc. To better implement the 13th Five- Year development plan, agriculture and forestry universities should also strengthen the performance evaluation, set up the supportive culture, build the external environment monitoring mechanism, etc.
