在推进国家治理体系和治理能力现代化的研讨中引入社会创新的概念。从政府、市场、社会三个维度的治理系统创新和主导、支撑、基础三个层次的治理构架创新方面,讨论社会创新概念下的现代化国家治理体系构建;从六位一体的创新经济、政治、文化、社会、生态、党建治理能力方面,讨论社会创新概念下的治理能力现代化。

The concept of social innovation is introduced in the process of promoting the modernization of nation- al governance system and governance capacity. The paper discusses the construction of the modern national gov- ernance system under the concept of social innovation from the three dimensions of governance system innovation of the the government, the market and the society and the three levels of governance framework innovation of the domination,the support and the foundation; and discusses the modernization of governance capacity under the concept of social innovation from the six aspects of economy, politics, culture, society, ecology, and party building.
